Only from some of the more specialist plug suppliers. They are very easy from seed if you have no luck finding the plugs.
Just found some on Ebay. Hope that helps :)

Can u buy morning glory plug plants if so where please and how much , i live in cheshire?
Bridgmere Garden World garden centre is one of the biggest in Cheshire and the midlands - near to Nantwich, and has tons of bedding plants just now - including some still at plug stage. If you want bigger plants this year, I'd probably have some of the larger plants that are sold, as I tend to use plugs a couple of months earlier than this, allowing them to increase in size by planting time at the end of May.
Here's a link to their website - http://www.wyevale.co.uk/on/demandware.s... They are now part of the Wyevale group, as you'll see on the site. Telephone - 01270 521100
You could call and ask for info on their current stock, or visit and take a look around - they have tons of plants, annuals, perennials etc.
Hope this helps. Good luck! Rob
Reply:I've only seen them in seed form.
Morning Glories are acutally classified as a weed.
They grow quickly and will crawl up most anything. They will also strangle out other plants. They're difficult to remove at the end of the season (because of the vining) but they do reseed themselves year after year.
I have them. I love them. I way-over planted them!
Reply:You can buy it from Amazon, cheaper than anywhere alse:

Hope that can help you/.
Reply:They don't make good plug plants...too spindly to start with. Sow the seed direct as others have advised...now the soils warmed up.
Reply:They aren't difficult to grow from seed if you are having difficulty finding plug plants of them.
Reply:Seeds are easy - proper name is ipoemea %26amp; is in the convolvulus family - like bindweed!
Reply:The seeds germinate in three days, buy a packet and you'll be surprised how easy it is to grow from seed
